The writers definitely seem to think so. I would argue that the 1M is the superior track tool in the hands of the right driver while the RS3 seems to be a lot more accessible.
Since the people writing the article don't seem to have even turned DSC off on the 1M, I'm guessing driving skill is not their greatest asset.
Most track comparisons between the two show the 1M on top.
