I wouldn't call it a tuner styling since it's something you'll find on every single BMW oem wheel and many wheels that are designed for European vehicle fitments. I'm in the USA so I can't 100% verify, but it is my understanding that some foreign alignment machines use these holes to mount to the wheel (or at least they used to in the past). You'll notice that the holes are common on some other brands such as almost all BBS wheels, OZ wheels, and many other brands. I wouldn't consider 80% of BBS's wheel line to be a tuner fitment.

They look larger then they are because they are on a very concave section of the wheel that skews the hole into an oval. Your 135 stock wheels have these as well in the same size
