It's probably the tire rubbing on the plastic liner inside the wheel well. I have 19" Alufelgen SF-71's on mine with PSS 255/30/19 and it rubs the plastic liner if I hit a big dip in the road. Doesn't touch the fender itself. The side walls on the PSS's are more square shaped than some of the other tires like Falken which are more rounded. Try the tape thing like was mentioned earlier.
