Yes, the tamper dot is normal before coding.
I had the same VIN issue with my second cluster. Grab the VIN from NFRM or FRM instead of CAS, then SG_CODIEREN it. I'm almost 100% sure the memory addresses are all the same, but I'm really not the person to ask.
