If its the second option the same price should hold for a 135 bumper.

I'm not sure I didn't ask. I certainly should have asked. But I am guessing they only fix and blend. For that price I don't think they repaint the entire bumper I thought it was around ~300 to do that

they have no right to do that. call back and cancel and make them come to you.
