I used some leather conditioner I had laying around and just buffed it out, using a soft bristle brush to get into the grooves, it looks fine now. I wasn't sure if buffing further would make it worse so I'm glad I asked.
Thanks for all the suggestions, and I suppose the commentary on my having "gnarley-ass" elbows. I will, however, not begin pumicing, loofahing, massaging, moisturizing, or doing any of that other "spa day" stuff to them.
