Correction, all 2 door e36 coupes sold in the united states were badged as "is". For the 1999 model year, all sport package equipped cars were fitted with M-Tech bumpers, steering wheel and side skirts. From 1995 to EOP, the M-Tech body package was available through the BMW accessory catalog for any model.
I had a 1997 328ic that was fitted with M-Tech through the accessory catalog:
