Most likely you are rubbing on the fender clip that attaches to the front bumper. It's pretty difficult to rub on the front fender liner unless the wheel is turned full lock while the rubbing is happening. A lot of people shave down the clip and that solves the problem. Is your car lowered? What suspension? Any camber?
