I think it depends on what issues you've had with the car so far. If you've had nothing and your only worried about the HPFP then i'd go without.

Like others have said at the very least the part is covered under warranty and i dare say that if you push hard enough, with the US recall as a precedent then you can probably get labour free also.

Worst case scenario you get a replacement, pay the labour (i dare say would be far less than 3000..) then demand at least a 12 month warranty on the new part.

On the other hand though, if you've had a heap of problems with the car already then i'd buy it in a heartbeat but it doesn't sound like that's the case.
