This is a concept so not all the kinks have been worked out. It would most likely end up beign similar to the Chevy Volt, where the first portion of it's range would run entirely on electricity while braking, etc would renew the energy available to extend range. Once the total power gets to under 20% a small 3 cylinder (or the like) gasoline engine would kick in and help out.

Electric vehicles seem to be a short-range option at the moment. That's fine for the majority of drivers. Portland, Oregon actually has a number of electric fill up stations around the city, so you can pull up, 2 cars at a time, and plug your cars in for a few hours while you explore the city, only to come back and have your vehicle ready to go.
