This is not entirely true. I say entirely because part of CHP's job is to issue citations, with the primary goal being a reduction in the Mileage Death Rate and the statistics have proven that more citations = lower MDR. Plus, the fines for citations issued by CHP go to the city/county in which they were written, therefore there's no monetary incentive to issue more citations (not the case for PD or SO). Regardless, everyone should drive carefully for their own safety and the safety of others.
