I take off and install the headlight covers all the time and had no problems.
I changed the hid's to 5000k and Angel eyes to multiple different halogen and led's and never had any problem with moisture.
And I should also add that it rains a lot here in Vancouver.
You just have to make sure you the the back on right.
Slide the bottom of the covers in first and try wiggling it. It should be on tight and not wiggle about even before putting the clips back on.
I don't think you need to go to that extreme measures and buy new covers and take off the bumper...
