It is entirely true. I have a set installed on my 125i and I know what issues we ran into. The Perf. Calipers and rotors will fit up fine on the smaller 125i hub but the handbrake shoe diameter is only 160mm and cannot open wide enough to grip the larger diamater rotor. I have, the e82 and e87 run different tracks.
To clear the rears on the 130i a switch to the e82 hub flanges are required.
This is why BMW specify different rotors for the rear of the 130i. The BMWP rotor for the 135i is a different part number to the 130i 324x22 rotor which is also used on specific e9x 3-series in certain regions.
The handbrake issue for the 130i to 135i shouldn't be a problem as they run the same parts.
