SEND a register (old fashioned) letter to their HQ. Its the only way to get things done. Or drop your car off at a dealer and get a loaner... don't take back your car until its fixed.
You can't expect your car to be fixed via an email or call. BMW NA is a huge company, sometimes things fall thru the cracks. Use some common sense. IF you KNOW your car has a problem... get it fixed! demonstrate the problem to the TECH not the SA. Maybe make a video of the problem to help them figure things out.
