As far as I know, the LCI tails (Blackline or not) are PnP for 2008-2011 U.S. cars because they all came with LED tails. The U.S. 2012 cars without HIDs come with different, non-LED tails and they are not PnP. I see you're in BC, which I'm interpreting to mean British Columbia. If that's the case, I'm not sure about Canadian cars.
