Sensor for Conventional Winter Tire

In the occasion of using non-rft as winter tires. Is there a need to install a sensor in or around the winter tire for the on-board computer to be aware of a flat?

I am wondering if this is necessary?

I am also not understanding if the sensors are installed in the tire, around the ABS setup or within the hub of the wheel?

What are the implications if I may ask?
