correct. that's the case because of the way the FSDs work. they essentially analyze compression frequencies to determine how to adjust damper rates. when riding low, the oem bump stop gets a little more involved in the whole process than it would be otherwise. the FSDs reportedly have some issues interpreting the early ramp-up in their perceived springrate when running into the bump stop. a shorter firmer bump stop would allow more travel prior to the bump stop.
