Nope - Montana had a 'reasonable and prudent' for awhile, but that's gone IIRC.
All the roads I've been on in Nevada have limits (granted I've not been on all of them - but some that are off the beaten path). I know that there are some closed road 'no-limits' racing events that take place in Nevada, usually pretty expensive to participate (wreck or no-wreck ; -).
