Well the obvious answer is to take the rims back and get them repaired. I would think they didnt do something right if they are flaking or chipping now.

As for the exhaust flang issue, I am not quite sure there is anything the painters could have done to cause it. If i remember correctly that flange is built into the muffler and is not a serviceable part meaning the entire muffler has to be replaced. So dont let the flange thing hold you up.
Maybe you should just take the rims to the painters though that way you will know that noone has messed you up.
