According to the your DHL ship date (3/16/15) that was before he became no longer a registered user.
I've been reading about it and it may just mean his account is suspended on ebay because of violating some terms of service. It doesn't necessarily mean he closed up shop and scammed everyone after being on ebay for 13+ years.
Anyways I sent him a message just to see about my status. Otherwise I may have to dispute this
