1. Not hand held but an OBDII cable that connects to the car via a laptop. Please see here
Evolve-R We are working on having code clearing and datalogging enabled on this also.
2. Yes.
3. Not as far as we know. As I said above we have been tuning this ECU for a while with no issues.
