1. Yes the minor waiver needs to be notarized if the parents aren't there.
2. The insurance carrier just wants a "properly executed" waiver. Ideally,
both parents/guardians must sign and, if not executed in front of a
event official, then it should be notarized. And if it is going to be
notarized, then you might as well do an "annual waiver".
The "shall not affect the validity" language is just a legal disclaimer
in case a waiver is not notarized/witnessed and should not be taken as
a reason/excuse not to have waivers notarized. A waiver that is not
witnessed/notarized can be much, much harder to enforce as a practical
matter.
So, I would say in the interim that you should make every effort to get the waiver forms distributed so they can be notarized or set up some sort of registration
meeting at a social gathering or the like where parents can sign in
front of a BMWCCA event official.
To all under 18 members and non-members the waiver is something that only has to be signed once a year by your parents. This would be kept on file and be for all events (tours, autox, etc.).
If you bring your parents to one of the 3 socials per month we have in NOVA every 1st Thurs, Columbia every 2nd Thurs., Rockville every 3rd Thurs to sign the annual waiver that would be fine or they can come on the day of the event and sign the waiver before we leave. Last options is to email you the waiver and they can sign and have it notarized and you can bring that with you on the day of the event.
