That's what some folks say, but I see no evidence to that.
Look at the dyno charts. PPK raises the torque curve throughout, more so in lower rpm ranges.
Besides, from the engine's point of view, 3000 rpm is where it generates the peak torque. It doesn't matter what gear you're in or speed your car is running.
