25K is very high. I've had performance tires go in less than 6k so 25k is tremendous. If you've only owned SUVs or Camrys it may sound low but these are comparatively soft performance tires and they go much faster. There are wear bars right on the tire so you can check for yourself to see if they're ripping you off (which they are not).

Even if you stretched it to 36k to fulfill your lease term they would certainly make you replace them (read: charge you to replace them) as they would be completely shot.
