It's not the amount - runout can be either deposit or true warp or both. Dealer cannot say with certainty that it's warped unless disc has been completely rid of uneven deposits. Most mechanics are not going to distinguish and clarify because it's easier to say warped. But in engineering terms, you cannot determine warp just because of runout. Runout just means runout.
