the answer to the question is yes.. if the prior owner installed the bracket for a plate then there will be 2 screw holes directly in the face of the front bumper cover.
the bracket is mounted with 2) 1 1/4" coarse screws about 7 or 8 inches apart.
there is no real way to make it pretty once the racket is removed....
sorry for the bad news.
