I heard the same thing from the German 1er forum guys. This is why they stay with 17"s - for better acceleration.
Also it's a sure bet that BMW's ActiveE has low (rolling) resistant tires. The so called: "energy" or "Eco" tires. These eco tires can really extend a car's MPG (fuel consumption) by reducing tire drag. For an electric car I think trick tires are in order. I would not be surprised if the alloy wheels are of some exotic ($$$ and light) alloy.
