Looks like Hawk Blue residue. There are a few pad materials that given heat and then wet conditions will score into the painted surface of wheels and sides of the car (hot metal shavings stick into the paint and then rust). I would doubt that it will ever come off completely.
I stopped using the Blues about 10 years ago to fight this and have not had a concern since.
