That may or may not be true for Canadian market cars. In the US, all 135i's came stock with Adaptive Xenons. 128i's came stock with Halogens, with the option to upgrade to Adaptive Xenons. In other words, Non-Adaptive Xenons were simply unavailable in the US market.
Our Canadian 2011 model 128i has upgraded xenon headlights, (which move up and down when powering the car), and I have a wifi ODB2 on route. I really hope to turn on the European style adaptive code.

I'll confirm once I get it.
