I don't think this is correct. From what I understand the PE requires cutting the midpipe but it only cuts out the resonator in the mids where it forms a Y. The muffler is what dictates the volume although removing cats does add to it too. A fully catless system with muffler wouldn't be overly loud compared to a muffler-delete system.
