Yup. Basically the only things are getting with the M Fest package is special reserved parking, M Corso(lap parade for the lucky first registers with M cars, you have to have a M car!), entry into BMW spectator area near the village of Nurburg and some food. Also entry into Friday's M Night where last year BMW showed us the CRT M3 and M5. Wonder what we will be shown this year!?
Everyone is free(allowed) to walk the 'RingWerks arcade - where bmw will show various M cars.
IF you want to camp in the M tent area... that's 99 euros extra on top of the M Fest package 479 euros.

No track time. There will be over 400K people camping out in the woods of the Eifel. The only track event is the M Corso - which is limited to the first few M cars that sign up early. See M-Power website for more info. M Corso is just a parade lap of the Ring in front of all the many thousand spectators there that weekend.
I will be going to the M Fest one way or the other.
