I think that's there because not everyone had the lag issues. They're probably dumbing down the boost signal going back to the ECU a little more when you first step on the gas to make it react faster. BMW dialed it back to deal with noisey bypass valves originally by changing the PID loops on certain software versions. Running the lagfix map on a car that doesn't have the laggy software will probably hurt driveability a little (make it jumpy).
That's just a guess though.
