Exactly. Wire brush all the rusty areas and apply a light coat of anti-seize. Also you can lightly coat the brake rotor/wheel contact surface. I must stress you don't need much so just a very light coating.
Also, never put anti-seize on the lug bolts. If you have some corrosion just wire brush the bolts and if really bad run a tap thru the threads on the hub/axel.
