They are there to reduce harmonics when brakes are applied. Just like the weights they have added to the pads.

They were off of the shop's 135i the first day we picked it up back in July of 2010. I think they were almost 0.5 lb per corner!
I took them off and there is no noticeable difference after hundreds of miles and yes they weigh a good bit like HP says!
