I agree. That looks more like a torque curve than a HP curve which is typically more bell shaped.
Don't do any changes until you try another dyno shop.

I think you are generalizing a bit too much. All power curves don't necessarily taper off in the higher RPMs. Our torque curves should be relatively flat until 5250rpm where the torque and HP cross. Torque and HP are directly correlated to each other.
