I just got this response from an inquiry I send to the RMV:

There is no requirement that the plate be mounted in the center of the bumper. If you have a problem when you return for inspection you may complete the attached complaint form and the RMV will have an investigator contact the inspection station.

I forwarded this e-mail on to Herb Chambers and asked them to tell the inspector that he/she is incorrect.
