Im not sure that section really determines whether or not they can be externally vented. One issue i can see would be the idle suffering like it does on MAF cars. And its probably monitored by the ecu too well to "trick" without adverse affects.

The air is read by an HFM, but im unfamilair with those.

Actually the blow off valve doesnt make a "disruptive pumping noise" Thats called compressor surge,. Have you ever heard what compressor surge sounds like? It sounds exactly like a "noticeable, disruptive pumping noise." A blow off valve makes a single noise of pressure relief.
