To top it off, lets even go simpler.... Use the tiles and grout lines for reverence. You can clearly and easily notice that the top piece does not extend out as far as the others. Those are definitely 3 different sized front lips 
Having said that.... They look like they were designed (at least the ones pictured) so that the top one would only cover the middle of the bumper, while the larger bottom one goes all the way out to the side air scoops of the bumper! |
I think what he is saying is that all 3 lips have the ability to be adjusted and mounted further forward or back on the car due to the elongated mounting holes. You should be able to position each version where you would like. Lots of flexibility with this option.
