No, it doesn't drive like a N/A - that's the point of a turbo. You might have it confused with the response is very close to a N/A. However, never got that in my 135i before, but with the 1M stock tune it was noticeable when the overboost kicks in. It almost felt like it is running out of steam and all of a sudden you get more boost.

I had a ESS tune which gives a much more linear delivery of power.

I suspect the example you were driving has a tune and not tuned very well.
