Sorry to here about this horror story with your wheel locks. It's hard to imagine they would over torque them when initially installed. Could it be the effects of winter (corrosion from salt on roads etc.) that may have bound up the locking lugs? What is their strategy to get them off? Drill and tap them out?

I am not much a fan of locking lugs for this reason and others. I just take the risk of potential theft. But then again, you may live in a worse theft area then myself.
