Amber is the color of the built in reflector, as required by US DOT. Euro light assemblies have white reflectors per DIN. BMW chose to place the reflector integrated within the headlight assembly on the 1-Series.

On some models, BMW placed the reflector on the bumper or fender. The US code requires amber reflectors to be visible from the front and side, and red on the rear. Reflectors cant be coded out, but they can be covered over.
