Well if you only want angel eyes, then you can just buy the depo headlights by themselves. They accept OEM halogen low and high beam and come with the angel eyes.

However, most people want angel eyes + xenons, so the the vast majority of people buy depos + HID kit. Most of the vendors sell the depos only with HID kit anyways.

Now, the angel eyes on the depo consist of 4 bulbs. They are pretty yellow and hard to see during the day so most people just buy different bulbs to give them a brighter, more white look.
