From what I've found it is a 5% exageration. That is if my Radar's GPS speed reading is accurate. I set my cruise control to around 100 and played with it until my GPS was reading 100 which according to the car was 105. So by that logic im pretty confident in saying 5%. Also due to the fact that the gap between GPS and car speed gets larger the faster I'm going.
