DTC uses DSC as it's basis but changes the way DSC would handle certain things and handles it in it's own way. For instance, DSC prevents the wheels from spinning, at certain times, while DTC changes it so it allows for "some" wheel spin. It just doesn't turn off the component of DSC that prevents wheel spin, altogether. If it did that, you would have no control over your wheel spin, at all.
