Anyway, with one stud locating it, the lower IP locking it in, and some industrial velcro holding it down - it seems to be okay. Though the industrial velcro was kinda slippy against the carpet in that location. I wonder if there's another that would be better. I don't really want to stick the loop part down with adhesive, and was hoping the hooks would be enough.

You could always mechanically fasten it as well.
Get some nice looking hex bolt hardware or flush mounting hardware, drill 4 holes and bolt it through the base.
