The sensor portion has clearly been ripped off (or a mechanic cut it).

Brake bad sensors include the whole wire (2-3 feet long) and the sensor that connects to the brakes (and wears down, when it gets too low, it brakes the circuit and triggers the light. Hence connecting the wires together will turn off the light).
