I do a lot of work with weird USB interfaces. Try this:
Go into hardware manager (Right click on My Comp, Properties, Hardware Tab) and see if any of your ports have warnings or errors. See if you can figure out which one you're plugging in to. You might try reinstalling the driver manually there.
Also, if you've got USB ports on front and back, try the set you're not currently using. Most of the time they don't share drivers, and it sounds like your driver isn't working properly right now.
Does it recognize a new device when you plug it in?
