You can do that but if you are on a budget and the pads have 80% left go ahead and use them. Like one of the posters said, many track guys switch back an forth on a regular basis.

There is absolutely no reason to not us the pads if they have a lot of life left in them. No one can give a reason based on physics or mechanical engineering that only new pads should be used when replacing rotors.

And if the rotors have life in them why replace them if only pads are needed? Just piece of mind? That's cool if it is.

I know it's normal to do both at the same time but...
