^well i think one is "over invoice" and the other is "over cost"
When I made an agreement over the phone for my G35 they said it would be $500 over invoice which should be the total price with delivery. They tried to charge me extra for delivery and luckily they realized they made a mistake and they meant to say $500 over cost.
I would assume most people on here mean after all fees, excluding tax, tag and title
