Question About Liquid-Filled Tire Gauges

I decided to bite the bullet, and buy a quality tire pressure gauge. The Longacre one gets good reviews, so I spent the $50. It arrived today. My question - should it be completely filled with liquid, or just part-way. This one is mostly-filled.

Check out the 2 pics (with the gauge still in the package). In the first one, I'm holding it vertically (straight up) - sorry - the photo is turned! The liquid fills about 80% of it, but doesn't cover the part from about 20-40.

In the second one, it's laying flat on the table - you can see that the liquid covers only about 2/3. Is that normal, or is it defective? Thanks for any info.
